Position Summary
The Vice President of Safety, Compliance and Driver Development is responsible for developing, implementing and/or managing safety programs, claims management, and compliance with government regulation agencies and corporate operating procedures. This position directs and coordinates the execution of safety and corporate loss control initiatives for multiple lines of business with multi-site operations, including plant operations and a workforce of 250 Service and long-haul drivers while instilling a safety awareness and culture throughout the organization.
Position Responsibilities
• Provides oversight and direction to the safety, loss prevention, compliance, and driver training programs. This successful candidate will be seen as a leader and subject matter expert who will train, develop, and support the needs of the safety and training development staff which includes 3 Safety Directors and their staffs for each line of business
• Oversee the review all safety events (critical and non-critical) to identify preventability and training gaps
• Develops initiatives to measure and reduce at risk driving and work activity behaviors. Initiates activities designed to empower terminal managers and employees to lead safety efforts within the organization.
• Manage incident investigations, root cause analysis, follow up, and closure of action item.
• Conducts accident investigations and partners with insurance carriers to manage liability claims.
• Review pending and upcoming changes to Federal and State DOT trucking and plant regulations to ensure the company is prepared for future compliance requirements.
• Measures and monitors compliance with company policies, FTA, FMCSA, DOT, OSHA/Cal OSHA, or other applicable Federal, State, County and Client regulations. This includes ensuring the training provided by the company meets all of it guidelines and keeps in line with its best practices.
• Have working familiarity with PSM, OSHA and EPA related plans and programs including but not limited to Contingency Plan, Hazcom, Hazwopper, Confined Space Entry and PPE requirements.
• Identify and implement opportunities to improve the driver on the road training program
• Builds positive relationships with employees, management team, government agencies, and the communities we serve
• Supports fair and consistent recognition and or corrective discipline by collaborating with Human Resources and the Operations teams. Provides remedial training program for those employees involved in unsafe acts
• Manages and collects meaningful safety and risk metrics from all locations on a monthly basis that are used to measure safety performance. Uses metrics and safety trends to identify gaps and to develop and implement action plans necessary to mitigate risks and address unsafe behaviors
• Partners with Operations in leading offsite customer safety training
• Oversee drug and alcohol testing and ensure policies and procedures are consistent with State and Federal guidelines
• Has direct oversight to ensure proper driving trainer staffing levels. Works closely with operations and HR to identify trainer needs and effectively administer driver onboarding.
• Other responsibilities as requested or required.
Minimum Qualifications
• Bachelor’s Degree. In lieu of a degree requirement, an equivalent level of education and experience.
• A minimum of eight years of senior level management with a concentration in transportation safety and compliance. Demonstrated knowledge of applicable federal/state regulations and DOT regulations as well as PSM, OSHA and EPA regulations.
• Certified Safety Professional (CSP) is highly preferred
• Collision investigation training is highly preferred
• Must have demonstrable leadership, decision making and team building skills
• Strong proficiency in computer literacy including Microsoft Office products such as Word, Excel, PowerPoint, and Outlook
• Experience with driving camera products such as DriveCam
• Strong verbal and written communication skills
• Strong organization, analytical and time management skills
• Certified Smith System Defensive Driver Instructor, a plus
• Must be able to travel to local or out of state locations up to 75% of the time. May require overnight travel
• Must have reliable transportation, current driver’s license and minimum liability insurance as required by state of vehicle registration
• Ability to maintain effective working team relationships with all support departments
• Must be able to work in a confidential capacity.
